Joel Javines has 30 years of experience with campus law enforcement and emergency management. He retired after 17 years, as a chief of police, with the additional responsibilities of emergency manager, lead firearms instructor, active shooter & high risk tactics instructor. His emergency management duties included training college administrators, faculty and staff; in Emergency Operations Center (EOC) procedures and Incident Command System (ICS) activation. He continued to train faculty and staff in proactive measures, when responding to an active shooter event, as an Alert, Lockdown, Inform, Counter, Evacuate (ALICE) instructor. Joel was awarded Management; Supervisory and Advance Officer Leadership certificates from the California Commission on Peace Officer Standards and Training (POST) and is a graduate from the San Diego Police Academy.
